But as I have recently had to prepare a partial bio and cv in english, I thought I might include this material here as well!
So, below, you will find 3 things:

1. BIO: I am Brazilian, and my interest in the intersection of psychology and economics started two decades ago, while Brazil experienced very high inflation rates for several years. It was so serious that in one month only it reached 80%! It deeply intrigued me the fact that, although people in general and authorities routinely condemned inflation, it seemed nevertheless to be impossible to actually reduce it. Back then I was not acquainted with the field of economic psychology and ignored that several researchers around the world were developing studies on the psychological underpinnings of economic phenomena.
But urged by this interest that went beyond my clinical experience, I decided to return to academic life – I had graduated in psychology in 1979 (having studied one year at the State University of New York at Buffalo), specialized in psychoanalysis, and worked mainly in my private practice. My master’s project, developed at the department of Social and Labour Psychology, at Universidade de São Paulo (USP), initially addressed this topic: what could be disclosed about people’s mental mechanisms during periods of high inflation? Why did everyone seem to be so “attracted” to it, in spite of declaring to be against it?
Then two relevant things happened over this period: right on the first year, in 1994, government measures finally managed to bring the rates drastically down, in the first truly successful action towards this problem (it was led by Fernando Henrique Cardoso, who later on that year was elected president of the country); and a few years later, as I was finishing my dissertation, I “discovered” that economic psychology existed!
The title of the dissertation was “The emotional component – mental functioning and illusion in light of economic transformations in Brazil since 1985”, and it discussed the emotional roots that could help to explain that previous “attachment” to inflation, and as it got cut down, how adaptation to the new scenario took place (it was “bumpy” for many people, who no longer knew how to manage their money without the constant indexation they had grown used to for so long). It was published integrally in 2000, under the same title.
Then in 1999 I began to get in touch by email with Stephen Lea and Paul Webley, who were British researchers, authors of one of the most relevant books on economic psychology, and also had been presidents of IAREP, the International Association for Research in Economic Psychology. Ever since, my interest in the area has just grown, and I started to attend the annual colloquium that takes place at a different country each year and became more and more involved with the area.
In 2002, I co-organized a small, however interesting, “Pre-Encounter of Psychology and Economics - frontiers, convergences, dilemmas”, in São Paulo, that was possibly the first initiative to bring together psychologists, economists and other specialists to discuss these issues in Brazil.
In 2003 I started my Ph.D. also in social psychology, but this time at the catholic university, PUC-SP. Since economic psychology did not exist in Brazil, it was both very hard to find a supervisor willing to accept a project in the area, and also a challenge to go on and help to build it here. My doctoral dissertation, named “Economic psychology – origins, models, proposals”, discussed the field, from a historical point of view and its general foundations, the main models developed by relevant researchers, my own suggestion of a decision-making model that laid heavily on emotional dynamics, and a proposal of agenda in economic psychology for Brazil.
This proposal was an evolution of my preliminary concerns over high inflation, when I had already become interested in the possibility of using psychological knowledge to help the population make better economic decisions. The idea ever since has always been to bring this potential contribution coming from economic psychology to inform the population on their economic behaviour and how decisions are made, which should include both knowledge about economics, finance and their mechanisms, and also psychological operations, in order to help people to learn more about these issues and from their own experience too, so as to become responsible for their own decision-making processes in the economic realm.
Over the past few years, this debate on applications for economic psychology and behavioural economics in Brazil was also widened so as to include how policy-making might benefit the population as well, with suggestions on research over how policies (economic, public and social) are routinely elaborated on fields such as micro-finance, financial inclusion, citizen and consumer protection, credit and indebtedness, the environment and policy-making, and how they could be brought closer to a more realistic level, both concretely and psychologically.
These ideas have been published in several articles and papers presented at conferences, and I have also been invited to write three books that have become the first on economic psychology published in Brazil: Economic decisions – have ever you stopped to think about them?, 2007, republished in 2nd edition in 2011; Economic psychology – studies on economic behaviour and decision-making, 2008; The investor’s mind, 2011.
Therefore, it was only natural to begin to bring together the two areas – economic psychology and financial education – that do share the same goal: delivering information efficiently, and encouraging awareness, empowerment and emancipation of significant sectors of the population. This particular collaboration, that emphasises the importance of necessarily including the emotional components present in decision-making and changes of behaviour, aims to improve financial education programs.
So, in 2008 I was invited to become economic psychology consultant for ENEF, the Brazilian national strategy for financial education, which is object of the paper now submitted. Around the same time, arrangements to begin training professionals for the program that treats over indebtedness, also discussed in this paper, began, although the program itself only took place in 2010-11.
In 2009 I had the honour of sharing a panel with Nobel winner Daniel Kahneman, at a congress organized by investment banks (ANBID, now named ANBIMA), and in 2010, OECD and Banca d’Italia invited me to speak at a seminar on financial education and behavioural economics, in Rome. Later on the same year, I also spoke at the Brazilian Central Bank II Forum for Financial Inclusion, in Brasília, when economic psychology officially started to be part of the Bank’s agenda for this issue.
In 2010, I analysed results of the ENEF’s impact evaluation at a workshop organized by the World Bank and BM&FBOVESPA. In 2011, I was also invited to speak on behavioural change at a workshop organized by the Brazilian Central Bank and GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), on financial education for adults, aimed at deepening the discussions on strategies.
I have been for 17 years, and am currently quite involved with the construction of economic psychology in Brazil, where I have been representing IAREP since 2004 (besides belonging to the Executive Committee for ICABEEP-The International Confederation for the Advancement of Behavioral Economics and Economic Psychology too), and have taught introductory courses on this issue since 2005 (at FIPECAFI, a foundation dedicated to teaching and research in finance and accounting, since 2009). Besides I also work as an independent consultant for economic psychology, write articles for newspapers, magazines and websites on topics from the area, and have been invited by different institutions to deliver talks about it.
And I must say that I am quite happy to see that economic psychology is starting to bud in Brazil, where there is still a lot to develop in this field, although at the same time, we can offer these two pioneer initiatives that involve it with financial education and policy-making – the two projects discussed in the paper – as instances to be debated on how this kind of partnership can be further improved around the world.

3. VERA RITA DE MELLO FERREIRA is Brazilian, born in São Paulo, the country's largest city, in the middle of the century. She likes to think of herself as a 'researcher of the inner world', in the sense of being someone who has a special interest for mental operations, with emphasis over the emotional aspects. Such interest is manifest in her own analytic experience, considered to be the fundamental basis for her training as a psychoanalyst, along with her clinical work with adults and children, of course. As of lately, another factor has been added - her work with a consultancy offered to those who wish to reflect upon the perspectives of development of their professional condition. She graduated in Psychology at the Pontificia Universidade Catolica de São Paulo (PUC-SP) in 1979, having studied also at the State University of New York at Buffalo for one year, in 1975. Soon after graduating she began a specialization course in Psychoanalysis at Instituto Sedes Sapientiae, that also included Children's Psychoanalysis. The beginning of the career had the kind of difficulty that involves this type of work - it is necessary to develop internal conditions first, in order to be able to work with other people. So, in the meantime, she taught English to Brazilians, and worked as an educational orientator - besides a lot of analysis as well! Slowly the work at the private office began to happen, as it became, through the analytic experience, gradually more and more possible to tolerate - and enjoy - her own emotional world. Between 86 and 89 a new professional area opened up - professor of 'Theories and Technique in Psychotherapy', at Universidade de Guarulhos. An excellent opportunity to study more thoroughly the material that had been discussed and read during the specialization course, to organize all those ideas, and begin to have her own psychoanalytical framework. Besides that, the contact with the students turned out to be extremely stimulating and challenging, as they would come up with the most disconcertingly simple questions, exactly those points that ought to be better thought about and cleared. Some study groups started around this time, as a result of students' requests, who wanted to have a greater contact with the ideas of Freud and Klein. Between 90 and 93, the interest in mental functioning took shape as an approach towards its most 'visible' face, so to speak - the psychotic kind of thinking. An invitation from a psychiatrist and psychoanalyst, Carlos Videira, takes her to a State day-hospital for psychotic patients (CAPS-Centro de Atenção Psico-Social Luiz da Rocha Cerqueira), to develop a research through a series of observations and later on, becoming the co-therapist of a group of patients, which came to result in an essay named "Thinking and Violence" (see link). From 87 to 93 she was also a member of study groups and a course about Freud, Klein and Bion. In 94 she enters the Master's program of Social Psychology of Work at Universidade de São Paulo (USP), as a special student. She then has the happy surprise of coming to the realization that the 'marriage' of ideas from Psychoanalysis and from Social Psychology does not seem to be entirely impossible - even though there may be some obstacles. She becomes especially interested in the possibility of using the foundations furnished by psychoanalytical theories to observe and discuss aspects involving economics, work and the professional life. In 95 she is officially admitted at the program, with a project to study the psychic resonance of phenomena linked to economic inflation, the several - and in most cases vain - government measures to stop it, and finally the stabilization of the currency that had just begun as of 1994. The project became a dissertation defended in 99, under the title: "The Emotional Component - mental functioning and illusion at the light of economic transformation in Brazil since 1985", published as a book, by Editora Papel e Virtual, in 2000. In 95, however, the contact with all these ideas had already originated a practical consequence - the beginning of a work of individual consultancy, covering the professional and economic areas of life, that had the aim of illuminating as best as possible the factors related to the management of career or small business. The 'extra bonus' here would be the background represented by the analytic experience, which could help the upcoming of a contact of a different nature with the client, thus favoring other conditions to appear and and expand the perspectives to discuss the problems brought by the client. One of the instances of this consultancy was used as a case study in the dissertation, and this kind of work continues to this date. It has also been supplying data for further studies in this area, as well as a book that shall be written in the near future, to describe an experience in a semi-documental way. In 2000, the contact with colleagues who navigate in similar waters have broadened - through an international discussion list about Bion, a link was made with Allan Shafer, one of the directors of AISA (see link), and with this Australian institute that also offers consultancy based on the ideas of Bion - a curious approach between the kind of work that 'was born' here, in a rather particular way, and yet met with this group that has been working along these lines for several years - and we have been able able find things in common, coming from opposite parts of the world... Also IAREP (see link), the Economic Psychology Association she has become a member of, that has presently as its president Paul Webley, from the University of Exeter, England, and who is one of the authors referred to in her dissertation. Later on, the contact with SABE (see link) too, another association with a converging interest, this time economists concerned about behaviour. All these contacts, made possible by Internet, plus some other contacts with the inner world, made possible by analysis - :-) - have given rise to the desire to create this site, with the objective of facilitating the exchange of ideas and expanding knowledge, with the help from such agile and long-range instrument. Along with the publication of this first book, above mentioned, this homepage represents the major project in this end of the millennium.
In 2002 she starts to teach 'Organizational Intervention' at the School of Psychology of Universidade Ibirapuera, in São Paulo

In 2001, she presented a paper at the 26th Congress of Economic Psychology, in Bath, U.K., about some possible connections between emotional aspects and the experience of inflation and stabilization of the currency in Brazil, which had been the subject of her dissertation (see link).
In 2002, at the 27th Congress of Economic Psychology, which took place along wih the annual conference of Behavioural Economics, in Turku, Finland, she presented a paper that discussed some issues involving methodology of applied research from a psychoanalytical point of view (see link).
In 2002 she also co-organized the Pré Encontro de Psicologia e Economia - fronteiras, convergências, dilemas (Pre-Encounter of Psychology and Economics - frontiers, convergences, dilemmas), which gathered for the first time in Brazil researchers and people interested in this area of intersection. There were Brazilian and international speakers (see link).
She was also accepted at the Ph.D. programme in Social Psychology at the Pontifícia Universidade Católica de São Paulo, in 2002, with the project 'History of Economic Psychology - can the historical survey of this discipline help constitute it in Brazil?', under the supervision of Dr.Maria do Carmo Guedes.
At the same time, the interest in methodology issues, which was already present at the dissertation, along with epystemology and philosophy of science, deepens as she begins to teach this topic at Universidade Ibirapuera too.
